PDF Annotation: Kami does that.

Travis and I were looking for a way to annotate PDF's in our google docs for student use. We found Kami, a Chrome add on.

It does the job. The best part was it is like a google doc, so Travis in Columbus, Ohio and I in Cleveland could read and annotate at the same time. Might be wrote a look, if you want a way to annotate google docs.
